1. OUT OF BOUNDS
- Beyond inner edge of all boundary fences and walls.
- Beyond inner edge of all white stakes and/or lines. Where there are both lines and stakes the line defines the margin of the Out of Bounds and the stakes are not obstructions and are deemed to be fixed.
2. IMMOVABLE OBSTRUCTIONS.
- Protecting the environment:
Young trees marked with stakes and all irrigation pipes whether moveable or not
Free relief from this condition, when it interfere with the swing or stance, is COMPULSORY.
- All Penalty Area stakes and discs are deemed immovable.
- The 18th hole deck.
Note: A drop zone has been marked as an additional option.
- All artificially surfaced roads and paths (including their run-offs/over spills). The stone curbing around the cart paths are included as part of the cart paths.
Note: There is no relief from the pathway running through the waste area on the right side of hole 16. This pathway is identified at the beginning and the end by a white disk on the ground.
Note: Relief under section 2 is allowed only when the ball is playable.
3. PENALTY AREA (Rule 17)
- Penalty areas are defined by yellow or red marks (stakes, discs or lines).
- Player may play the ball in penalty area as it lies or take a penalty relief (According to the penalty area colour).
- Drop Zone: A drop zone has been marked on hole 12 as an additional option for a ball coming to rest in the Penalty Area to the right of the putting green and most of the 12th fairway.
4. PRACTICE
- Practice during the play of a hole is disallowed (rule 5.5a)
Penalty for breach of the Rule: Two strokes
- The specimen local rule (committee procedure section) is also in effect whereby “a player must not make any practice stroke on or near the putting green of the hole last played…..”
Penalty for breach of the Rule: Two strokes at the next hole.
5. G.U.R All areas marked GUR or circled with white paint. Relief from this condition is COMPULSORY.
Area around and in front TEE 16, 17 (without grass) are deemed to be GUR, a player may play the ball as it lies or drop the ball in a defined drop area.
6. DISTANCE MEASURING DEVICES (D.M.DS)
For the duration of the tournament a player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g. elevation changes, wind speed, etc.), the player is in breach of Rule 4-3.
Penalty for breach of Rule 4-3:
First offence: General Penalty (2 strokes)
Second offence: Disqualification
Note: Cell phones are not DMDs and may not be used as such.
7. RULINGS
If in doubt, seek a ruling or play two balls (RULE 14-7b). If two balls are played a player must report the matter to the Tournament Director before returning his scorecard. Penalty for this breach is Disqualification.
8. Preferred Lies
A player is entitled to prefer the lie of the ball (mark, lift, clean and replace – once!) within one golf club length when the ball lies on grass (fairway and rough according to the original course design).
9. Bankers
Due to absent of rakes, it is allowed to place the ball in a banker within one golf club length, inside the banker no closer to the pin. This procedure is not allowed in waste area.
10. Flags
Due to COVID19 restrictions it is not allowed to touch the flags.
You cannot take the flag out when attempting a shot.
Penalty for breach of Rule :
First offence: General Penalty (2 strokes)
Second offence: Disqualification
A ball which strikes the flag pole and stays outside the hole is NOT HOLED.
11. Pace of play
The search time for lost balls is limited to 3 minutes only.
In order to speed up the round the local rule “Alternative to Stroke and Distance for Lost Ball or Ball Out of Bound” is introduced and the player is no longer entitled to go back to the original spot from where the lost ball was played.
Two Estimated Reference Points:
- Ball Reference Point: The point where the original ball is estimated to have:
- Come to rest on the course, or
- Last crossed the edge of the course boundary to go out of bounds.
- Fairway Reference Point: The point of fairway of the hole being played that is nearest to the ball reference point, but is not nearer the hole than the ball reference point.
Size of Relief Area Based on Reference Points: Anywhere between:
- A line from the hole through the ball reference point (and within two club-lengths to the outside of that line), and
- A line from the hole through the fairway reference point (and within two club-lengths to the fairway side of that line).
Limits on Location of Relief Area:
- Must be in the general area, and
- Must not be nearer the hole than the ball reference point.
- Must not be in a penalty area
Once the player puts a ball in play under this Local Rule:
- He must add 2 penalty strokes to his score.
- The original ball that was lost or out of bounds is no longer in play and must not be played.
- This is true even if the ball is found on the course before the end of the three-minute search time (see Rule 6.3b).
It is highly recommended to limit the use of provisional balls. If a provisional ball was taken and was lost or out of bound, this relief is no longer available for the original ball and must be applied to the provisional ball.
